নিউজ ডেস্ক: নয়া বছরের শুরুতেই বকেয়া মহার্ঘ ভাতার শুনানি পিছিয়ে গেছে দেশের সর্বোচ্চ আদালত সুপ্রিম কোর্টে। একের পর এক ১৪ বার শুনানি পিছিয়েছে। দীর্ঘ ২ বছর ধরে সুপ্রিম কোর্টে ঝুলে আছে পশ্চিমবঙ্গ রাজ্য সরকার কর্মীদের বকেয়া ডিএ মামলা। এই আবহে এই বছরের শুরুতে ডিএ মামলার শুনানি নিয়ে বড় পদক্ষেপ নিতে চলেছেন এরাজ্যের সরকারি কর্মীরা। সুপ্রিম কোর্টের উদ্দেশ্যে দ্রুত শুনানি এবং মামলার নিষ্পত্তি চেয়ে গণমেল কর্মসূচি শুরু হচ্ছে।
শিক্ষানুরাগী ঐক্য মঞ্চের সাধারণ সম্পাদক কিংকর অধিকারী আবেদনে জানিয়েছেন ডিএ মামলা নিয়ে সুপ্রিম কোর্টের অবহেলার পরিপ্রেক্ষিতে গণমেল কর্মসূচিতে প্রত্যেকে এগিয়ে আসুন। হতাশা বা চুপচাপ নয়, হাজার-লক্ষ মানুষের মেল পৌঁছে যাক সর্বোচ্চ স্তরে।
নিচের ৫ টি মেইল আইডি দেওয়া হল। সঙ্গে লিখিত বয়ান দেওয়া রয়েছে। লিখিত বয়ান কপি করে তার নিচে আপনার নাম ও আপনি কোন বিভাগের তা লিখে নিচের নির্দিষ্ট ৫ টি মেল আইডিতে পাঠিয়ে দিন। সংবিধান কার্যকর করার মধ্য দিয়ে গণতন্ত্র ও মৌলিক অধিকার প্রতিষ্ঠার দিন ২৬ জানুয়ারি প্রজাতন্ত্র দিবস থেকেই এই গণমেল কর্মসূচির ডাক দেওয়া হল। আজ প্রজাতন্ত্র দিবসের দিন বেশি সংখ্যায় আপনারা মেল করে পাঠিয়ে দিন।

Subject: Earnest Request to take necessary steps for expedite the hearing process in your hon’ble court’s Diary number-35292/2022, keeping in mind the larger interest and extreme misery of the employees and retired employees of West Bengal.
Hon’ble Sir,
I beg most respectfully to state you that, I am an employee under the Govt. Of West Bengal and dearness allowance is the main component of my salary.
From 2006 to 2016, Revision of Pay and Allowances Rules-2009 (ROPA-2009) was statutorily framed by government of West Bengal. The ROPA-2009 stipulated that the Dearness Allowance(D.A) has to be provided as per the All India Consumer Price Index (A.I.C.P.I). In the year 2019 State Administrative Tribunal (SAT) and In the year 2022 Calcutta High court held that the Dearness Allowance(D.A) is the legally enforceable right of state government employees. Since 2009, the D.A is provided whimsically by disregarding the A.I.C.P.I as well as ROPA rules. As a result, a Group-D employee, whose basic pay is 6600, has a financial deprivation amount of 2 lakh 78 thousand 500 and a Group-C employee whose basic pay is 8840, has a financial deprivation amount of 3 lakh 73 thousand 153 as per ROPA-2009.
The aforesaid matter is pending before your hon’ble court since 2022 (Diary number-35292/2022) and in the mean time this case has come up 14 times, but has not been heard yet for a while due to lack of time. The enormous deprivation under ROPA-2019 has become more severe than ROPA-2009, which has come into force since 2016. As per A.I.C.P.I now the D.A rate is 53%, where only 14% subsist in our state, which is the lowest D.A rate among the states of India. A Group-C employee is now getting Rs 10,000 less than his equitable salary every month. Many retired employees are living a lackadaisical life, many have died. Millions of employees like me cannot make both ends meet with their remuneration.
On the last occasion the extended hearing of this case was supposed to be held on 7th January,2025, why was it listed at serial number 45? And I am requesting you to initiate an internal inquiry that, Why is the serial number of DA case repeatedly placed at the end of the cause list?
So, my humble request if you take necessary steps to expedite the hearing and early disposal of the matter(Diary number-35292/2022) keeping in mind the larger interest and extreme misery of the employees and retired employees as stated above, I shall be very much obliged and grateful to you.
